Led by David Villa's five goals in the tournament and the precision passing of Xavi in midfield, La Furia Roja became the eighth country to lift the FIFA World Cup and only the third team to be both European and World Champions at the same time. Overview
After two decades of dizzying growth — and the collapse of a housing bubble — there is a pervasive feeling in Spain that the party is over.
Spain is mired in a deep recession. It faces an unemployment rate of 20 percent, a budget gap of more than 10 percent of gross domestic product, an overhang of 800,000 unsold new homes and an economy expected to shrink by 0.4 percent in 2010 — and like euro-zone partner Greece, it may have difficulty repaying its debt. Madrid has little wiggle room if investors shun an expected 85 billion euros in new bond offerings, and given Spain's size, its debt crisis is seen by many as the looming problem for world markets.
In late April 2010, Standard & Poor's downgraded Spain's debt rating. With Greece tottering on the brink of financial collapse, fear that the European debt crisis will spread has rattled investors.
On the surface, Spain's debt load appears manageable. Its debt relative to gross domestic product, the broadest measure of its economy, is 54 percent; compared with 120 percent for Greece and 80 percent for Portugal. But what Spain does have is the highest twin deficit, or combined budget and current account deficits, of any country in the world except Iceland, a reflection of how dependent it is on increasingly fickle foreign investors for financing. Spain has 225 billion euros in debt coming due in 2010 — an amount that is about the size of Greece's economy.
JosĂ© Luis RodrĂguez Zapatero, the center-left prime minister, outlined sweeping spending cuts in May 2010, reversing past promises to spare pensions and public-sector salaries from the knife. He announced pay cuts of about 5 percent for civil servants — and 15 percent for government ministers — as well as other measures totaling €15 billion, or $19 billion.
The reforms may be explosive. The austerity measures are hitting a population that is already reeling from the highest unemployment in the euro zone -- 40 percent for its young people. In some cases, entire families are surviving on the pension of a grandparent.
With each new proposal, the popularity of the Socialist government has plummeted. One recent poll found that more than 50 percent of the population wanted Mr. Zapatero to call early elections, which he would lose by more than 10 percentage points.
In June, when Mr. Zapatero announced a move to stimulate the economy -- an overhaul of the country's labor laws, which make it virtually impossible to fire older workers - unions, traditionally his allies, called for a general strike in September, the first one in nearly a decade.
Europe's Fifth Economy
It has taken Spain about 25 years to become Europe's fifth economy, Latin America's biggest foreign investor and an influential producer of films, sports teams and food. The country enjoyed a long boom after joining the euro zone, as low interest rates fueled a surge in construction that produced eye-popping growth. That crashed with the financial crisis, and the resulting recession sent Spain's unemployment rate soaring to the highest among euro nations.
The facts are grim: about half the age group under 25 out of work; €600 billion, or $820 billion, in mortgages outstanding after the end of a construction boom two years ago; and an exchange rate overvalued by 10 percent according to the European Commission. Productivity and competitiveness are low.
Economists partly have blamed politics for the continuing inaction, as the Madrid government maintained its own bloated ministerial structures while delegating more power and authority to regional governments.
A Decisive Change of Course
Mr. Zapatero was under increasing pressure from the markets, the European Union and even President Barack Obama to take "resolute action," when he announced the May 12 pay cuts.
The measures are in line with those for other weakened euro countries like Greece and Ireland. But, as in Greece, the response from Spain's biggest trade unions suggested that the Socialist government's mettle will be sorely tested when it comes to implementation.
On May 27 the Spanish Parliament approved cuts of $18.5 billion, but the vote was a tight one. The following day the Fitch ratings firm downgraded Spain’s credit rating to AA+ from AAA, saying that the adjustments would “materially reduce the rate of growth of the Spanish economy.”
Fitch said it thought the Spanish government could find it difficult to carry out some of the cuts, adding that Spain’s unemployment rate, its high level of indebtedness and other factors would hurt private consumption and investment in the medium term.

Spain (Spanish: Espańa), officially the Kingdom of Spain (Spanish: Reino de Espańa), is a country located in southwestern Europe on the Iberian Peninsula. The Spanish mainland is bordered to the south and east almost entirely by the Mediterranean Sea (except for a small land boundary with Gibraltar); to the north it is bordered by France, Andorra, and the Bay of Biscay; and by the Atlantic Ocean and Portugal to the west. Spanish territory also includes the Balearic Islands in the Mediterranean, the Canary Islands in the Atlantic Ocean off the African coast, and two autonomous cities in North Africa that border Morocco. With an area of 504,030 km˛, Spain is the second largest country in Western Europe (behind France).
Spain is a constitutional monarchy organised as a parliamentary democracy, and has been a member of the European Union since 1986. It is a developed country with the ninth largest economy in the world and fifth largest in the EU, based on nominal GDP.
The Spanish nation is organizationally composed in the form of called Estado de las Autonomías ("State of Autonomies"); it is one of the most decentralized countries in Europe, along Switzerland, Germany and Belgium. For example, all Autonomous Communities have their own elected parliaments, governments, public administrations, budgets and resources, therefore, health and education systems among others are managed regionally, besides, the Basque Country and Navarre also manage their own public finances based on foral provisions. In Catalonia and the Basque Country, a full fledged autonomous police corps replaces some of the State police functions (see Mossos d'Esquadra and Ertzaintza).
