Spain's governing Socialists triumphed in elections held in March 2008, giving Prime Minister José Luis Rodríguez Zapatero a fresh mandate to pursue his agenda of sweeping social, cultural and political liberalization.

Despite a bitterly fought campaign, the outcome seemed to endorse some of Mr. Zapatero's boldest decisions, including the withdrawal of Spain's troops from Iraq, the granting of more autonomy to Spain's rebellious regions, simplified divorce and the legalization of homosexual marriage.

Mr. Zapatero's Socialist party defeated the conservative Popular Party in a rematch of the bitter contest four years ago between Mr. Zapatero and Mariano Rajoy, the head of the Popular Party. It was then that Mr. Zapatero was unexpectedly swept into power after Spaniards delivered a message of disapproval and anger to the conservative government.

Three days before that election, Madrid was struck by terrorist bombings that left 191 people dead. Voters blamed the government for its participation in the American-led war in Iraq and its deception in dismissing evidence that radical Islamists, not ETA extremists, were responsible.

Throughout the four years that followed, Mr. Rajoy and his party called into doubt Mr. Zapatero's legitimacy and relentlessly tried to block his agenda. As a result, Spain approached the 2008 elections more polarized than it has been in decades.

Spain (Spanish: España), officially the Kingdom of Spain (Spanish: Reino de España), is a country located in southwestern Europe on the Iberian Peninsula. The Spanish mainland is bordered to the south and east almost entirely by the Mediterranean Sea (except for a small land boundary with Gibraltar); to the north it is bordered by France, Andorra, and the Bay of Biscay; and by the Atlantic Ocean and Portugal to the west. Spanish territory also includes the Balearic Islands in the Mediterranean, the Canary Islands in the Atlantic Ocean off the African coast, and two autonomous cities in North Africa that border Morocco. With an area of 504,030 km², Spain is the second largest country in Western Europe (behind France).

Spain is a constitutional monarchy organised as a parliamentary democracy, and has been a member of the European Union since 1986. It is a developed country with the ninth largest economy in the world and fifth largest in the EU, based on nominal GDP.

The Spanish nation is organizationally composed in the form of called Estado de las Autonomías ("State of Autonomies"); it is one of the most decentralized countries in Europe, along Switzerland, Germany and Belgium. For example, all Autonomous Communities have their own elected parliaments, governments, public administrations, budgets and resources, therefore, health and education systems among others are managed regionally, besides, the Basque Country and Navarre also manage their own public finances based on foral provisions. In Catalonia and the Basque Country, a full fledged autonomous police corps replaces some of the State police functions (see Mossos d'Esquadra and Ertzaintza).
