Declaring a National Emergency

He should go to the American people and declare a national emergency requiring him to pay America's debts to avoid default, and a fiscal calamity of unknown proportions and ramifications.

But some of the same folks, as originalists, will point out that the 14 Amendment, enacted three years after the Civil War, referred to debts "including debts incurred for payment of pensions and bounties for services in suppressing insurrection or rebellion."
